| Update PHAC on CCPHD work & priorities | N/A | Grasshopper Fire response:Clackamas County activated Emergency Operations Ccenter; distributed N95 masks via Ant Farm to Sandy-area organizations; opened overnight shelters; Sandy High School stood by as evacuation site but was unused). Measles: 39 statewide cases year-to-date (vs. 23 in all of 2024); 10 in Clackamas County; 36 of 39 cases unvaccinated or unknown vaccination status. Policy updates: Syringe service program buffer zone ordinance did not advance in Clackamas County; Washington County's flavored tobacco ban upheld by Oregon Supreme Court, which prompted Oregon City Commission to start advocating for a similar policy in Clackamas County; 2027 legislative session expected to include bills on non-medical vaccine exemptions and syringe service provider regulation. Cyanobacteria:Active advisories at Clackamas Cove and Timothy Lake; wildfire smoke increases bloom intensity; low toxin levels can be fatal to dogs within one hour. Rural Health Transformation Grant:Clackamas County application was not awarded; only ~10% of applicants funded, with priority given to more rural/eastern Oregon communities |
| Learn about a new CCPHD program & how PHAC can support it | N/A | Ali and Cassie presented on a universal nurse home-visiting program soon to launch in Public Health. All newborns regardless of income are eligible, visits occur ~week 3 of life, and there is no cost to families (service is billed to insurance). Evidence base for the program includes 50% fewer ER visits and 30% lower postpartum depression rates in families served. Currently in startup phase with a go-live target of April 2027. Initial referral pathways will be through WIC and Clackamas Health Centers. 4 RNs will be available at launch (including supervisor) with the hiring of an additional nurse anticipated within 1–1.5 years. This program is currently operating in 20 states; in OR it is funded via OHA's Rural Health Transformation Grant carve-out. Ali and Cassie asked the PHAC if they would consider serving as the Community Advisory Board (CAB) for the program. Members requested more information about CAB responsibilities and decided to discuss potential for their involvement at an upcoming PHAC meeting. |
| Continue preparing the group for the October ethics deliberation | N/A | Kevin Dirksen, Providence Center for Health Care Ethics, presented slides on clinical ethics principals vs. public health ethics principals, including considerations for ethical decision-making, clinical ethics decision-making, and public health ethics decision-making. |
| Update group on plan development & collect feedback | N/A | Jamie reported that PHAC-generated strategies from June are being shared with CBOs, health centers, and community forums. Sandy and Molalla forums have occurred, and Milwaukie is TBD. Jamie and Georgia (ClackCoKids) planned to connect about hosting a Wilsonville forum. There is regional alignment across the HealthShare collaborative: all partners prioritize culturally specific healthy foods, affordable healthcare, and linguistically/culturally responsive care. PHAC could support Blueprint work in the future with letters of support, grant proposal reviews, and promoting the next community health needs assessment (runs on a 3-year cycle). |
| New topics/issues brought forward by members
| N/A | Marc reported that last week, the BCC appointed 7 of the 8 new PHAC members. Keenan still needs to be appointed, but that needs to happen after the new bylaws are approved. The BCC was set to approve them on 8/11, but that has been delayed. Staff do not yet have a new timeline on when the BCC will review the bylaws. |
| What would you like to learn more about? | X Second, vote | Gianou reminded members that the next meeting is in-person at Red Soils Campus. Attendees are encouraged to arrive by 5:00 for dinner prior to the meeting’s 5:30 start time. Mimi motioned to adjourn. Sunny seconded. Motion passed. |
